I'm wondering if you sent referral info with your browser showing you came from Sup Forums? Or has your current IP hit the .gov site recently? Or are you using an email that's already in the system?
These are things that can get a petition 'set aside', especially the email. We need someone with a clean slate to start a petition and see how it goes, preferably a slighty-right leaning one.

No. The referer header is sent only if there is a link in the page (here). So unless you are using some extension or app that turns Sup Forums messages into clickable links, that won't happen.
But ofc they can group the petition access by date and time and see if there is a wave of people accessing that page in the same time window, and cross check with Sup Forums archives for these posts (very very unlikely, but still doable)

Probably they will check for it later, with some other module, or ask NSA. But really, even this won't lead to interesting results for them or a reason to shadowban your vote.
The http referrer could be what they use and if it's from Sup Forums they fuck the signature.

they do a quality check on the email you provide. from that they compute a metric and if it's outside a set threshold your signature gets flagged.

They have entire modules to weed out IPs and email accounts, not to mention the goelocating modules/etc. The check for 'free email', 'disposable email', 'shredded email' etc etc

If a petition is on a shitlist, so to speak, there should be an attribute in the database schema reflecting this. If someone can find that attribute it is the smoking gun.
Alternatively, votes could be suppressed through an overly aggressive validating mechanism that is targeting our petitions. Less likely but possible. Especially if there is some algorithm that makes validating become more aggressive if prevalent fraud for a particular petition is detected.
This is why doing a test with a new petition that is centralist or leftist and getting normies to support it. We need to determine whether things are broken for everyone or just for us. This is still unclear at the moment. We can't argue for suppression until we figure this out.
Lastly, all the conjecturing about code is somewhat pointless in the end because we have no assurances about what code is actually running on their servers.
