The House of Lords is where all the important people sat (back in the day), people of good lineage. You have to be appointed there (still to this day), or born into a peerage. There are still members of the HoL who were born into it, lel.
The Commons was made of Common people, and they were """"democratically""" elected. It wasn't until the system was reformed over many hundreds of years that the Commons became the primary policy-maker, usurped the monach, and the HoL became the house of amending or blocking laws (and finally the HoL was stripped of the ability to block legislation, it can only send it back to the HoC 3 times, before it HAS to be passed through.
Technically, the monarch still has the power to step in at any point and block a law, legally the monarch is still the sovereign of the state; in practice, this power hasn't been exercised in a long, long time, and the social ramifications of such an act would be extremely turbulent.
