It's essentially a better filter. Pure water sticks to the filter, which is polyacrylamide bound to a hydrophilic starch, but salts and other shit pass through. The filter gets wrung out afterward, and you've got your fresh water.

The pic is a vacuum filtration setup. On the right is a vacuum flask with a funnel at the top and what I'm guessing is his "highly absorbant polymer." Water goes into the funnel, passes through the filter, and the highly concentrated salt solution comes out into the flask. Or it's just regular filter paper and the journalist thought that'd make a better picture, I guess.
