pump money into infrastucture, schools, farms, police etc. give people with jobs 1500$/month minimum (not unrealistic because of no money slave labour).
build a nice military to protect the borders. extremly strict immigration laws. search for good allies to keep export high and import cheap.
do this till 1st world standards are archived.
