A significant industry in the economy is weapons manufacture, and they employ a lot of people and contribute enough to the economy that the industry's needs are important. Saudis have been getting high quality armaments and weaponry for the last decades. No terrorist have used the equipment given to Saudi Arabia in their attack. The closest they get this kind of weapons would be from deserting Iraqi army but even then those weapons weren't used against US citizens or soldiers.
