Real estate is culturally seen as a safe and secure investment in China, and now they've got residences for 60+ million sitting empty. The government is aware of the spectacular oversupply but keeps pumping money into it because the alternative is economic collapse.
Some of the savvier Chinese are, well, still investing in still investing in real estate, but overseas. Especially in Canada.
