Unconventional. I mean, maybe if someone wants to spend billions of dollars to make a functioning city in the middle of the West Virginian wilderness, then yeah.

Rivendell (and most Elven places) looked like a pain for city planning and infrastructure. If the population grew, those paths and walkways couldn't handle traffic very well. Also, imagine delivering mail and other goods and services. Modern cities try to keep Euler in mind when creating roads. There is also no farmable land in Rivendell so food would have to be imported, which would increase traffic into and out of the mountains.

think about who is building your house
1) wood is cheap af
2) build your houses out of wood
3) have your construction crew pump out 1 wood house every week

Elves don't breed fast. In the amount of time that it would have taken to build that city, one human couple could have had 20 children. Keep in mind Middle Earth is like the middle ages, so having lots of children was Man's insurance policy and the thing that kept us able to fight the threats around us. Humans and Elves need vastly different things from their city planning.

Rivendell's also made for a non-aging population with no apparent growth rate.
