It is an example of western culture, in that it is the greatest novel of the greatest writer in French. It also is a preachy tale glorifying socialism. It is also overrated. Hugo was more of a poet than a prose writer, anyway. Rather like Goethe. And indeed, Shakespeare (many of his plays have the manner of blank or even rhymed verse, and tend to be written in iambic pentameter). Really, the two statements are not necessarily exclusive, in that the romantic movement, at least that inspired by Rousseau, admired the 'noble savagery' of the peasantry, and had a direct relationship with French revolutionary movements, which were quasi-socialist from the start, and just became more socialist over time. Rousseauism was a direct precursor of Marxism
