So there's different tiers of rights and protections, but even illegals have a base amount of constitutional rights.

The courts have decided that certain constitutional rights apply to anyone in US jurisdiction, and other constitutional rights only apply to legal residents, while yet certain OTHER constitutional rights only apply to US citizens.

While non-citizens certainly aren't afforded constitutional rights, to what extend does our constitution limit the powers of law enforcement to prosecute suspects who are foreign nationals? I know this may seem silly, but surely there are rules in place for law enforcement.

People born within US borders or naturalized through immigration process are citizens. That doesn't make illegals citizens. Anchor babies are citizens, but since they are minors, they can either stay and be placed into foster homes. Or they can leave with their parents.
