The powers that be realized long ago that eventually people stop buying new phones and TVs. So instead of trying to sell to the moderately well off middle class, we'll create a massive poor class that can just barely afford these things and will buy them without a second thought on financial responsibility.
A bigger poor class means that no money is ever in the hands of the citizenry. Every last dime will be taxed or spent away.
I imagine that groups of potential radicals pop up on the radar of intelligence authorities all the time. Depending on what information the police have they may actually deliberately delay when they start making arrests.
For instance if it is known that a terror cell is planning to carry out an attack in a certain month it would make sense to arrest them as close to the date as possible. That way they would have accrued as much evidence as possible and improve the chance of a solid conviction.
Alternatively maybe these cells have a flurry of activity just prior to when they plan attacks. The extra communication, or content of the communication could tip off the authorities.
