You don't realise that money and its value is a mere perception. The sheer cash injection of those hundreds of billions of dollars would hyper inflate the economy (since more money available etc) and thus purchase costs for EVERYTHING would go up, but our pay wouldn't.
In a sense what you've proposed would not only deter the rich from investment, but it would lower the overall income of everyone and weaken our economy.

No amount of money that can be poured into roads will ever give you good roads. The reason? Because they intentionally use shoddy blacktop and make sure that they have a job next year. And the states, counties and cities all encourage this because all of those people you see out on the roads slowing everything down are people that count against the unemployment rate.
There is simply NO INCENTIVE for them to fix the roads the way they could. It would in fact just hurt the people fixing them and the gov in the long run.
