No, the main spillway is damaged but still working. The emergency spillway that hasn't ever been used is flowing over, and is eroding away the ground rapidly. There's a chance that it (the emergency spillway) could fail if enough ground is washed away beneath it. This would cause flooding, but not as catastrophic as if the actual dam went.
