Low rates mean the banks take out loans from the federal reserve and can provide loans at a low rate while remaining profitable.
High rates mean the banks have to push higher interest rate loans to remain profitable, which cuts out customers who don't have the money for such a rate. The banks also come to people with savings accounts in order to undercut the rate they would have to pay if taking from the federal reserve.
It's all a balancing act, though I like high rates since I profit from them. If I were looking for a loan I'd probably wish they keep the rates down.

That's not out of the table but go watch Miller interviews today about this subject. Basically these are the options:
> appeal the stay ruling on the 9th circuit, requesting an "en banc" decision > appeal the stay ruling at the supreme court > appeal the injunction at the federal court > move for judgement on the merits on the federal court > write a new and revised EO

They will always try to stop it, that's why they shopped for a judge that would rule their way. But as they did it too soon using all their strongest arguments it will get harder to pull the same trick twice and that's not even what they are after.
They were after scoring a cheap halftime victory against Trump knowing damn well that on full time they would have lost anyway.
My layman opinion: Trump should not create a new EO because he doesn't really need it. Anyone with valid visa most likely than not already made it back and the judiciary cannot compel the executive to issue visas so it is unlikely a new EO will change the situation in the ground.
Now, both the original suit and the denial on the stay by the 9th circuit must be fought vigorously for the reasons Sessions outlined: America needs to know the executive can and will do anything to protect america, unhindered by anyone, even the judiciary.
So the path forward must be to set a precedent at that venue
