No, earliest martian landing would be 2035, precursed by a series of waves of infrastructure deployment. First wave would be unmanned supply drops launched from the moon using a equatorial low G rail system. This will cut the travel time down several months.

After supplies begin arriving the first robotic factories will deploy, mining and harvesting materials needed to build a habitat. The first 1000 colonist will arrive after, co-insiding with the first Intrastellar, EMDrive, colonist clone ship to Tau.

The ship will have Matron robots who activate after arrival to tau and incubate human embryos. They will be their mothers, fathers, teachers and priests. Their purpose would be to create a rail on a moon and reconnect with earth after 20 years. The whole world will watch their birth and development, mothers of Triton's Methane farmers will send them birthday cards, kids will dress up like matron bots for halloween. It's a big deal.

There really is no reason, beyond SCIENCE! and exploration, and we can do most of that with robotics now. Someone may walk the surface around 2100 just for the giggles and photo op.
