1. Instituting welfare for work programs would cause a huge drop in the number of people on welfare. You could then keep the welfare programs as they would at least be providing some service to the community. It could be something small like sweeping the sidewalks or picking up trash.
2. The gangster culture is almost inherent in their genetics, but you can minimize the effects of it during a strong economy. A strong police presence in these places will put a stop to a lot of drug problems.
3. Blacks generally are not going to be capable of higher function thinking. Local schools with focuses on technical training in inner cities will be of more use. This will go hand in hand with a strong economy as more manufacturing jobs in the inner cities will get them employment.

White people with children live in the Suburbs in the US in general. While in Europe suburbs are tall, shitty socialist apartment blocks that isn't the case in the USA.
The average person in the suburbs who owns a house will pay $2000 in taxes that goes directly towards the LOCAL public school district for every 200-300k their house is worth. You owe this regardless if you have children in school or not.
Have a few neighborhoods of 500k+ houses and that money really adds up.
Urban schools are reliant on aid from the state and federal governments to make up their gap caused by lack of expensive houses to tax.

Unfortunately government is going to have to step up on the public school game. I've been in favor of inner city schools moving towards technical education for some time. The majority of black simply can't or don't want to be in the upper tiers of education. This would keep them happy, keep them occupied, and give them realistic expectations when they finish high school as well as equip them with all the skills they need for life. They would also have the knowledge of enough reading, writing, and mathematics to get into a university and we could prune back programs such as history and some science to free up the time for things like a shop class.
