i'm not a hydroelectric engineer or by any means an expert on dam design but what's going on reeks of critical failure and imminent collapse with the sheer volume of water inbound to the state. its erosive force is one of the most destructive things on the face of the earth and should not be underestimated. as deeply entrenched as the primary vertical wall is, precautions installed for excess volumes have proven either negligent or ineffective with all of this. i don't know how things would be faring right now if the primary spillway was properly serviced but there is constant flow of water into cavities below the earth right now in the zone surrounding the dam so the integrity of the earth has now been compromised even if they're closely regulating outflow in order to minimize erosion

T. Construction Nigger here, From my take on it all that concrete work they're adding at the bottom is utter shit, it's panic-concrete at this point as any 'real' amount of water over it is just going to start ripping it off at every ripple and angle in it just like it did to the hillside.
That temporary road they've made of stacked rocks is likely going to be one of the first things to go if the water starts cresting over the emergency spillway again too, and tear apart anything that they've put downriver of it.
putting this shell of concrete over everything is just gonna give the water that much more shit to use to tear apart the hillside, and i guarantee you it hasn't even begun to fucking set properly, there's no way on god's earth they can get that much quick-drying concrete in this short of an amount of time, and the videos all show this, the concrete for the most part is still wet in many places, because they're using as much regular shit as they can get their hands on, it's probably basic nigger-grade contractor concrete which is supposed to set for about 2 weeks before putting any actual strain on it.
And none of this is even taking into account the fact that we've been seeing bubbles up-welling from behind the emergency spillway and at least 2 vibrations near the thing large enough to register on the earthquake detectors, they should've never lifted the evacuation order on this shit, but when has a Californian ever made a good decision?

Most of the damage we've seen in the main spillway so far has been after the downward bend, and it isn't due to lack of maintenance, it's because the thing was built wrong in the first place, the angle downward is too tight, instead of one uniform flow downward it allows the water to ramp and impact lower when it's released at a fast enough rate, they could have all the funding in the world and it wouldn't have stopped a hole from opening up right there, this is entirely on engineering.
As for the cracks in your picture, i don't know where those are in relation to the hole right now, but if they're further up closer to the actual spillway then that is a serious problem, every one of those cracks has potentially compromised the entire hillside by allowing small amounts of water to create cavities under the spillway over time, if that's the case then as another user up above said, they'll have to rip out the entire spillway and drain the lake down a significant amount unless they want it to rip a hole in the future, it wouldn't be a matter of if but when.
Even then though, they 'still' have to rip out the entire spillway, because fucking engineering built the downward curve where the hole is at too steep an angle, the entire thing should've been either one straight shot down, or a much more gradual downturn at the halfway point which would've required the initial slope to be cut deeper into the hillside, obviously costing more in production.
