No they should be excluded, and if they wish the protection of NATO members who ARE making the 2% contribution, then they should have to pay-in 2% of their GDP as a tax to get that protection, although they do not need to then field a military, we will take care of that for them (for the price paid).

Secondly, if a nation paying less than 2% (and therefore booted out) wants to rejoin at some point, say when Putin annexes half their country, they can only re-join if they back the "back taxes".

This is the only fair way.
