Chile is well known as not being a shithole in South America.

I know for a fact our dictatorship was pretty ruthless sometimes, but it still brought us economic stability; applying the same concept it's easy to see why so many people attribute Chile's success to him.

All I know is that the US caused a coup and put him in power, I guess to prevent Chile coming under the influence of Russia. I understand they democratically elected a socialist just beforehand.
