It's simple- feminism. The countries with low birth rates are countries with strong feminism. Feminism tricks women into becoming wage slaves to break some kind of invisible ceiling. Except it's not working. We need to single out factors that drives up the fertility rate and suppress those.
Ethnic rivalries that translate in a demographic race is one of them, the lack of education of women is another. Keeping women in school at least until they're 18 has reduced the natality rate in places like India but I'm not sure that would work in places like Africa that can't achieve political stability.
Whatever happens, we need to start getting serious about border protection before things get really ugly.
