What's 100% sure, though, is that it's a VERY convenient excuse to use when you don't want to see the link between Africans/Arabs and poor treatment of women. Even though no actual study looking at how exactly the changed definitions affected the reported rape rate exist, everyone accepts it as a given that it's the ONLY cause for the increase solely because any alternative explanation is not comfortable to consider. This is a classic example of how the mainstream news media is guilty of FAKE NEWS. While they (usually) have the decency of not outright making shit (completely) up, they will always do stuff like this and use half-truths to subvert discussions and un-PC facts.
