I've worked with these types of cameras before. They have a tinted plastic dome that goes over the actual camera. All they have to do is buy a replacement plastic dome and they're back in business.
However, there's no way in hell they'll be able to clean the paint off of it without ruining the picture.
If an user *really* wants to take it out, just give it a bop with a hammer. You can hide a hammer up a coat sleeve pretty easily.
