Most of those are in countries that instead of focusing on improving their own infrastructure rely on gibs from bigger nations. Real ones work within a very rational framework that has a somewhat coherent (but wrong) world view, therefore they are convinced of how right they are. This is called bounded rationality. They cannot process something that is aloof from their Marxist-Leninist framework.

reality is that everything, every economic decision is a tradeoff. the old saying "you can't have your cake and eat it too" was meant to demonstrate that, before some wanker with zero understanding of the three basic principals of basic economics came along and said "lul have ur cake and eat it too". it's a logical fallacy, but i digress on cake.
wealth is the ability to create more wealth, it's not the physical goods. if someone makes something, they are making it because it's going to enable them to get something else that they cannot make, but which they want.
if you try to equally distribute energy, what you wind up, from a physics perspective, is the heat death of the universe. wealth behaves in much the same way.

The leaders of the two nations make a famous bet, as to which nation will have the best economy and standard of living in 20 years.
Ghana, a much larger nation, with an abundance of natural resources, decides to go the communism route, while the Ivory Coast, having fewer resources, but free market economics is the contender.
20 years later, Ghana was stagnated, and poverty stricken, with one of the lowest standards of living in Africa, and in the world, while the Ivory Coast was booming, and one of the wealthiest.
The irony is, that these two nations reversed statuses, because, Ghana, after learning from their mistakes, opened up and allowed more free market economics, while Ivory Coast, with a generation who grew up in wealth, changed to socialist policies. Today Ivory Coast is one of the poorest nations in the world, and it's all due to a small shift in economic policy, free market to socialism, and Ghana one of the richest in Africa.
