That chart is what we would call a fallacy of exclusion. Do the math on each quartile and you find they are relatively proportional all the way to 2011. The percentage change over time is irrelevant, what matters is the proportions over time.

Just think about how much you made at your first jobs and compare that to your parents at the height of their career.
