Trump has gone on record, publicly proclaiming the existence of wiretaps on Trump Tower. Presidents do not have the authority to just create a wiretap on anyone by decree. You have to go to a judge and submit evidence strong enough to convince them to grant a warrant with specific targets, goals, limitations, and often supervision. So, either the President is straight up lying on Twitter about a make-believe criminal investigation against him, or a judge found probable cause of criminal activity strong enough to approve wiretaps in the most controversial circumstances imaginable. Both of these scenarios are damaging to Trump, and one is disastrous.

Also the president has that power without a warrant only in cases where communication between foreign nations is affected and it is unlikely that the communication of an American citizen is recorded. Read the statute.
