I don't know. We have start from the ground up with a new agency to replace it. We have to reform our classification system so that there is nothing off limits and that classification can't be used to hide and cover up either incompetence or dirty dealings. There has to be real oversight. Real oversight. And there has to be a clear chain of command. We cannot allow agencies so much power that they can feel above the government and citizens they serve nor can we grant them complete independence outside of the chain of command. Nothing should be hidden from the duly elected President who is our top representative of the people. This entire culture of the "permanent government" is cancer. Yes, these organizations SHOULD be subject to the whims of politics because that's how we fucking dictate popular mandate and approval. The idea that bureaucrats can either hinder or disrupt policies of the President or hide programs from him because Presidents come and go...has to go. For 4 years, that President must rule the roost in its entirety. No plausible deniability. He knows all and is accountable for all. Otherwise, it's too easy for wrongdoing and fuck ups to end up with no accountability lost in massive bureaucracy. These are just some thoughts.
