How long has she been in Japan? The is no fixed rule for residency or citizenship but normally you need to have live in Japan for three years and then make an application essay of why you should be allowed to have permanent visa. It can take a year for that application to go through and then you would have to prove a lot more to be considered a citizen. Very few non-Japanese ever become citizen.
