In order words, you free people from entitlements without being demonized for cutting the actual entitlements themselves. You just dramatically reduce the number of people on entitlements through the creation of small businesses.

The Medicare expansion will have a forced restraint from pre-existing conditions by increasing the deductible. Therefore preventing people from just trying to wait until they need health insurance before getting it. As it is now, you can simply wait until you have some major problem (a pre-existing condition) before buying insurance. Thus nobody wants to pay in until they need to. Sending deductibles through the roof. In other words, having health insurance is unhinged from having health care.

You sign up for insurance in case of an unforseen problem. Which is why companies should be able to deny for pre-existing conditions.

Create small businesses and you reduce the number of people ON entitlements without the political risk of actually cutting them.

The entitlements still technically exist, but because you're reduced the number of people on them, you save money.
