Even if you do isolate the specific .dll, you can't prove the CIA is the one that put it in there.

Unless your computer is sending traffic to the CIA servers. Which I don't know how would you prove, even if you have the IP.

i have an idea, we build stand alone machines, purposely infect them with CIA malware, then sue them for spying on our stand alone machine.... just buy a used laptop or something and not let it on your network, go to a public network and infect it, then you are technically being spied upon
