The plan is going to take more than one bill.
Ryan needs to feel like it's "his bill" or else he'll just try to ruin anything new. According to him this is something Republicans have worked together on extensively, so it's probably the best framework to start with. If you just a great one out to begin with, everyone will try to change it anyway and you'll end up with something like ObamaCare, which was sold on the preexisting conditions meme but gave everything else away to not only the government but the corporations as well. He was very open to Rand's ideas, and hopefully he will continue to incorporate them. Almost impossible to do something totally right in this system, but you literally couldn't have a better president to do it.
