Communism doesn't have any economic plan, and always ends up with a brutal regime. It's a dream government, not bound by reality. The most adept and brutal liars will reach the top.
Fascism seeks to empower the nation, not for any special means, but for the sake of the people of that nation. They can become dictatorial, but in general they recognize the importance of their own people, and seek to strengthen them.
