In light of the release of vault7 I think it is important to ask some more probing questions about the CIA and its hacking operations.
We know for a fact that "off the books" "plausibly deniable" assets play a huge role in the CIA network. Ostensibly vault7 does not pertain to those groups. But more than likely the CIA is leaking its tools to those groups and having them conduct its illegal operations.
