I'm saying that the word "police" means "people who enforce laws" to most people. They're even called "law enforcement" as a direct synonym for "police."

Coast guard is military. So yes. They are actually higher authority then civilian police.

I know that in the Airforce, security forces (an AFSC) are called COPS. And in most cases have higher authority.
