I think there is a portion of truth to this. However, where modernisation occurred, such as in Afghanistan, Iran and elsewhere, having it forcefully toppled in western backed coup's cannot be excluded and removed from the equation.

Often these events not only destroyed infrastructure and capacity to quickly recover, but actively pushed societies past the brink from which recovery became an option. Rather these societies were pushed to the point where regression became a viable survival strategy.

Much of this problem is his own making, but at heart he is an opportunist and a crafty politician. He can't be trusted, but right now he's "officially" on the right side. However unofficially he's still trying to grab Syrian territory which is why US troops are in Syria now.

I dont think one has to do with the other. First of all, there was always some feudal or dictatorial system in the Islamic states, maybe not as centralized. But I believe the lack of centralisation before had more to do with the whole primitive clan structures, that only could be overcome by brutal force. Clans are too small structures for development though, so in order to developed they need(ed) to be broken up
Most of the important developments in the west for example in Germany/Austria were under feudal systems (kings/emperors...). So suppressive regimes were not a hindrance at first. Humanism, separating church and state and in the end democratic changes took several centuries to achieve. I have the feeling many Muslim countries are in the midlle or the beginning of that process with strong forces opposing any change. It would be naive to think it could be accomplished in one generation. We had our 30yeat war at the beginning of the process 400years ago and the similarities to the Syrian conflict are striking.
