Both of these were written in 86. Clean Break literally outlines foreign policy up until today including destabilizing Syria by removing Assad via proxy warfare.
Rebuilding America's Defenses even talks about a Pearl Harbor incident to gear America for war in the middle east.
Both of these groups are heavily pro Zionist and both institutions and documents produced are solely about the defense of Israel. That's not an opinion, this is the point of these institutions.
Check out the heavy Israeli involvement in 9/11 that at best points out that they had prior knowledge and at worst heavily implicates them in carrying it out.
