Where can I watch the Dutch Elections as an American?

How can I keep track of the election live and when will the results come in? I live in Texas, does that mean 1:00 am to 3:00 pm? Is it worth watching as early as 1:00 am?

Also anything else a burger should know about how this works?

Right when they close, which is 21:00 I think. Probably a semi-definitive result around midnight.

There are no formal rules that decide who becomes prime minister, but it's pretty much always the leader of the largest party in the ruling coalition.
