It's the same thing the GEMA did to YouTube and it's quite insidious. They make the company responsible for the things their users do. What this does is it makes the companies paranoid about being fined ridiculous amounts of money, so they rather censor instead of taking risks.
There is just no downside for the government. They get to censor all the things they don't like and they don't even have to do it themselves, so when the people get outraged they can point to Facebook and say: It's their decision (The GEMA said exactly that when people complained about the error messages from YouTube) we didn't tell them to censor that. It's cowardly and evil.
