Chicago Transit Authority has awarded $1.31B contract to replace the aging Chicago 'L' train fleet to CSR Sifang, a Chinese company.
CSR Sifang, as part of the deal, will build a new plant near Chicago and do final assembly and testing there.

Pretty shitty deal imo. Last time they did this CTA engineers did an inspection on the cars and found that the welding and other parts to train were not built to specifications. CTA gonna really fuck themselves on this deal but hey who cares its tax payers that gonna flip the bill.
The ideal scenario would be an american company, but since we cannot into mass transit like the rest of the modern world, winning bids go to overseas companies.
"Lowest bid always wins" rules really are fucking up the American infrastructure projects and to some extent Canadian projects.
Cities should be able to award contracts based on proven ability to deliver without defect on time, not just upfront cost estimates.
