Most do not know how the normal congressional process work with regards to passing a bill
I don't blame them, 8 years of either ramming unread bills through congress or being totally obstructed and ruling by executive order made and entire generation to grow without seeing it
Here is how it's suppose to work:
Step 1: Someone in the House comes up with a proposal and a draft bill. It needs to be sponsored by a representative to enter the process Step 2: said draft is approved or killed by one of many committees within it: budget, defense, healthcare, etc. this step is to weed out the many idiotic things people propose, so they never hit the floor for vote. It also serves to analyze specificities in it like constitutionality Step 3: if it passes the committees it goes for the floor for debate. In this process other representatives propose amendments, removals and other changes. These are voted in or rejected Step 4: the final version after all amendments go to a vote. If it passes it moves to senate Step 5: in the senate the process more or less repeats and senate version goes back to the house for another vote (as it may have changed) Step 6: after a version of the bill is voted by both houses without changes it becomes law
There is more to it but that's the gist, the actual process being at [1]
Now, about this healthcare bill: it is very clear going by what has been said by Spicer, Pence and Trump that the White House wants the proper process to be followed and that (Trump in particular) they want Rand and the freedom caucus to propose amendments and improvements
Don't let the Obama dictatorial confuse you guys about how congress works anons. It is supposed to be negotiation and compromise, not ramming an unread piece of paper on the American public.
