What you need are towers covered with a tiered structure of pay to play drones on them and declare the border area a no-mans land. Make it like a video game where you need multiple confirmations of a target from cheaper scouting drones to enable the more lethal drones which should cost obscene amounts of money just to fire up with a basic weapon and a few rounds. Everything else like more ammo or better weapons should be an optional extra to encourage spending and then have the whole thing streamed live online on a subscription based service for all of us to enjoy.
