If a terrorist wants to optimize body count I don't see why he would bother with a plane when he could find an busy event/location like an amusement park or a sports stadium and kill more people with less work.
After 9/11 I guess we got the idea that we have to specially protect planes from terrorists even though that wasn't a mere matter of blowing up planes but hijacking them and flying them into tall buildings, which is a much more coordinated feat than just making something go kaboom.

Because a plane is isolated and miles up in the air. If you manage to hijack or successfully blow one up, you have the ability to kill hundreds of people on board that have no means of escape. Even at a busy location a single terrorist can't kill 800+ people by himself.
