Google sky is not a primary source of ANY sky survey data, in this case it is using a reprocessing of the original IRAS data. Skyview allows you to view both IRIS and the original IRAS images. Google used a later reprocessing of the IRAS data (IRIS) in which Saturn was removed because it's a very bright spurious detection; all-sky surveys are not supposed to contain bright major planets. Because IRAS had a limited amount of cryo to keep its sensor cold, it wasn't able to rescan those coordinates at a later date when Saturn had moved completely off.

No, the Infrared is false color. Human visible colors are mapped to the infrared spectrum. Basically,
(700 nm, 1000000 nm) -> (390 nm, 700 nm)
Pretty much all colorful space images you see are done this way with the "mapped" infrared composited on the human visible light from the image. Actual visible space isn't terribly interesting; you wouldn't see this with your naked eye in a spaceship.
