Why would you think these are nukes? Their output is way too low, even for tactical. If these were nukes with such incredibly low yields, why bother spending the money to centrifuge when conventional weaponry could easily dwarf these explosions. Financially it doesn't make sense.

I never store any mixed compounds and I store my oxidizers very safely in a cabinet free from contaminants.
Storing mixed compounds would be highly illegal without a permit.
Making explosives is not illegal under US law, but doing anything with them including storage IS, without the required ATF permits(type 54 and type 20 in particular IIRC).

This is why I feel bad for the people in ME. Normal people there have to deal with ordinances dropped over their cities, by either side. It's a crapshoot whether or not they're too close to the wrong person's outpost. If they try to take off and leave the country, they either get sucked into a territory just as unstable and used as slaves, and usually denied entry into actual stable countries.

Those are fucking islands man. This is why we stopped fucking around with nukes. When we hit the megatons level we realized how fucked it would be to actually use them. Even most games show nuclear explosions at the kiloton range, a megaton explosion is so fucking massive and destructive that I don't think the public could handle the images.
