DNS servers make recursive lookups when they dont know what they are being asked for
i.e. you ask your DNS for google.com your DNS server recursivly looks up the IP address from googles DNS not yahoos cause google is the authority in that case.
If your ISP went to yahoos DNS to ask for googles IP address you would be not acting like a normal DNS server.
