Obama assigned his ass kissers to find foreign nationals who would have occasion to be in Trump Tower during the transition, surveill them by whatever means (the details of the technology used do not matter), and "incidentally" collect against any Trump people the target interacted with. Then, they unmasked the names found, whatever was said, and Obama changed the rules about sharing so the resulting reports could be widely leaked.
The practice is called "reverse targeting" and is completely illegal. Obama should be arrested immediately.
He has to, if he doesn't the establishment will accuse him of being the reason it failed. This way Paul Ryan has no excuses.
