There were many ideas floating around the republican sphere but no consensus was ever reached, they panicked and tried to push Obamacare Lite in an attempt to just get anything out but couldn't get votes because conservatives don't want Obamacare at all and democrats would never vote for it even though it still contains everything they've been bitching about and lobbying for.

The only reason the US pays 6 times more for worse health care than any other country is because we are restricting the number of doctors in this country by law via the residency program.

Now the moderates come largely from states that expanded medicare and their states are swing states who have citizens thst now rely on gov handouts to but health insurance so cutting anything makes no sense

And the Freedom caucus which is far outside the mainstream and just powerful enough to cause problems.
The repubs have a 22 seat advantage but if they go with any of the ideas of one group it hurts the others.
