They've been acting like they have an obvious solution for 10+ years and Trump has run heavily on the notion of how easy and important it would be to repeal and replace Obamacare with something incredibly better. The problem is that Trump promised something magical and progressive while the republican party is really split on what it wants and Obamacare is already a compromise republicans could agree on (read up on the heritage foundation which is a republican think tank which came up with the obamacare).
So having this public "whoops" makes it impossible for them to do anything but admit they fucked up. Now as you said, if they actually had a plan that they could all agree on and know the voters would be happy with it'd be easy. They'd already have it voted and confirmed.
