Money is a reprensetation of goods and services. Therefore there is usually as much money as goods and services; when the amount of goods and services increase more money is printed.

If too much money is printed you have inflation, when not enough money is printed you have deflation. Or if there's a change is the amount of goods and services inflation/deflation happen as well.

It doesn't cause inflation because Bill doesn't spend much money because he is stingy. He is just hoarding it.
