I love HK and have been a few times but it is still controlled by China and I would hardly say they have the highest quality of life there.

I could imagine one of two types of games. Either a simcity type game where you try to cram as much population into that tiny space. Or a strategy or tactical shooter game based on a an alternative history where a rebellion happens there, and so you have to fight in nightmarish close quarters conditions in a Robocop-esque city.
