The White House level personnel knew the monitored communications belonged to Trump and/or his staff. That means the IC's information was unmasked. The Obama White House was made aware of or order the collection of Trump and/or his staff's communications and to some degree the information was made available to people within the Obama White House for dissemination or archive.
