In Belarus (as well as Russia and Ukraine for that matter) the difference in life style and life standards between its capital and periphery is huge.
Provincial states might indeed give a taste of late USSR. They are usually quite, dull and poor (not like 3rd world poor though).
Minsk resembles European cities. It's big, clean, has decent infrastructure and provides some opportunities (not as much as the West does obviously, still you can't get a decent job and career).
Latest economical crisis (2014 - present) hit Belarus pretty hard though. Untill then the life here was decent, but nowadays a lot of people feel upset.
